										<content:encoded><![CDATA[<ul><li>Recently, the Central Government has released the draft Cinematograph (Amendment) Bill 2021. The new draft proposes to amend the Cinematograph Act of 1952 with provisions that will give the Centre “revisionary powers” and enable it to “re-examine” films already cleared by the Central Board of Film Certification (CBFC).</li><li>The Ministry of Information and Broadcasting proposes to add a provision to the Act that will equip the Centre with revisionary powers on account of violation of Section 5B(1) (principles for guidance in certifying films).</li><li>The current Act, in Section 6, already equips the Centre to call for records of proceedings in relation of a film’s certification. The Ministry explained that the proposed revision “means that the Central Government, if the situation so warranted, has the power to reverse the decision of the Board”.</li><li>Currently, because of a judgment by the Karnataka High Court, which was upheld by the Supreme Court in November 2020, the Centre cannot use its revisionary powers on films that have already been granted a certificate by the CBFC. The new draft makes space for the government’s intervention.</li><li>The draft comes shortly after the abolition of the Film Certificate Appellate Tribunal, which was the last point of appeal for filmmakers against the certificate granted to their film.</li><li>The draft proposes to introduce age-based categorisation and classification. Currently, films are certified into three categories — ‘U’ for unrestricted public exhibition; ‘U/A’ that requires parental guidance for children under 12; and ‘A’ for adult films. The new draft proposes to divide the categories into further age-based groups: U/A 7+, U/A 13+ and U/A 16+. This proposed age classification for films echoes the new IT rules for streaming platforms.</li><li>The Ministry noted that that at present, there are no enabling provisions to check film piracy in the Cinematograph Act, 1952. The draft proposes to add Section 6AA that will prohibit unauthorised recording.</li><li>The draft proposes to certify films for perpetuity. Currently a certificate issued by the CBFC is valid only for 10 years.</li><li><strong>Central Board of Film Certification (CBFC) </strong>is a statutory body under Ministry of Information and Broadcasting, regulating the public exhibition of films under the provisions of the Cinematograph Act 1952. Films can be publicly exhibited in India only after they have been certified by the Central Board of Film Certification.</li><li></li></ul>

<p>milk production and body weight gain. Methane’s global warming potential – 25 times of carbon dioxide (CO2) over 100 years, making it a more potent greenhouse gas – that’s cause for concern.</p>



<p>Ø <strong>Harit Dhara </strong>has been made from tannin-rich plant-based sources. Tropical plants containing tannins, bitter and astringent chemical compounds, are known to suppress or remove protozoa from the rumen.</p>



<p>Ø “An average lactating cow or buffalo in India emits around 200 litres of methane per day, while it is 85-95 litres for young growing heifers and 20-25 litres for adult sheep. Feeding Harit Dhara can reduce these by a fifth.</p>

<p>Ø Methane is produced by animals having rumen, the first of their four stomachs where the plant material they eat – cellulose, fibre, starch and sugars – gets fermented or broken down by microorganisms prior to further digestion and nutrient absorption. Carbohydrate fermentation leads to production of CO2 and hydrogen. These are used as substrate by archaea – microbes in the rumen with structure similar to bacteria – to produce methane, which the animals then expel through burping.</p>



<p>Ø Harit Dhara acts by decreasing the population of protozoa microbes in the rumen, responsible for hydrogen production and making it available to the archaea for reduction of CO2 to methane. Tropical plants containing tannins – bitter and astringent chemical compounds – are known to suppress or remove protozoa from the rumen.</p>



<p>Ø <strong>The 2019 Livestock Census showed India’s cattle population at 193.46 million, along with 109.85 million buffaloes, 148.88 million goats and 74.26 million sheep. <p><strong>What causes an aurora on Earth?</strong></p>



<p>Ø Auroras are caused when charged particles ejected from the Sun’s surface — called the solar wind — enter the Earth’s atmosphere. These particles are harmful, and our planet is protected by the geomagnetic field, which preserves life by shielding us from the solar wind.</p>



<p>Ø However, at the north and south poles, some of these solar wind particles are able to continuously stream down, and interact with different gases in the atmosphere to cause a display of light in the night sky. This display, known as an aurora, is seen from the Earth’s high latitude regions (called the auroral oval), and is active all year round.</p>



<p>Ø In the northern part of our globe, the polar lights are called aurora borealis or Northern Lights, and are seen from the US (Alaska), Canada, Iceland, Greenland, Norway, Sweden and Finland. In the south, they are called aurora australis or southern lights, and are visible from high latitudes in Antarctica, Chile, Argentina, New Zealand and Australia.</p>



<p><strong>So, how are Martian auroras different?</strong></p>



<p>Ø Unlike Earth, which has a strong magnetic field, the Martian magnetic field has largely died out. This is because the molten iron at the interior of the planet– which produces magnetism– has cooled.</p>



<p>Ø However, the Martian crust, which hardened billions of years ago when the magnetic field still existed, retains some magnetism. So, in contrast with Earth, which acts like one single bar magnet, magnetism on Mars is unevenly distributed, with fields strewn across the planet and differing in direction and strength.</p>



<p>Ø These disjointed fields channel the solar wind to different parts of the Martian atmosphere, creating “discrete” auroras over the entire surface of the planet as charged particles interact with atoms and molecules in the sky– as they do on Earth.</p>



<p>Ø Studying Martian auroras is important for scientists, for it can offer clues as to why the Red Planet lost its magnetic field and thick atmosphere– among the essential requirements for sustaining life.</p>



<p>Ø <strong>Hope orbiter: </strong>The Hope Probe, the Arab world’s first mission to Mars, took off from Earth in July, 2020 and has been orbiting the Red Planet since February, 2021.</p>



<p>Ø The primary objective of the mission is to study Martian weather dynamics. By correlating the lower atmosphere and upper atmosphere conditions, the probe will look into how weather changes the escape of hydrogen and oxygen into space.</p>



<p>Ø By measuring how much hydrogen and oxygen is spilling into space, scientists will be able to look into why Mars lost so much of its early atmosphere and liquid water.</p>



<p>Ø It is expected to create the first complete portrait of the planet’s atmosphere. <p>Ø The fibre-rich fruit is popular throughout south Asia. And so is the tradition of mango diplomacy. In 2015, then Pakistan Prime Minister Nawaz Sharif reportedly sent a box of mangoes to his Indian counterpart Narendra Modi on the occasion of Id, following a flurry of ceasefire violations along the border.</p>



<p>Ø Pakistan, which is the world’s fifth-largest producer of mangoes, reportedly sends cartons to political leaders across the globe. Pakistan has used ‘mango diplomacy’ to secure friendships before as well, none more so than with China, when Chinese leader Mao Zedong was gifted a box of mangoes to cement a friendship between the two countries in the late 1960s. Mango diplomacy has always been a tradition in the South-Asian region.</p>



<p>Ø The gift from Bangladesh PM Hasina comes at a time when there is growing disquiet on the Bangladeshi side over the halting of vaccine exports from India since late March. The crocodiles in the lake were reportedly removed for the safety of tourists who come to enjoy boat rides there, according to Gujarat government. The 182-metre, Statue of Unity, located near the Narmada river basin, was inaugurated by Prime Minister Narendra Modi on October 31, 2018.</li><li>The Panchmuli lake, situated near the 182-metre tall statue of Sardar Vallabhbhai Patel in Kevadia, a major tourist attraction, had a large number of crocodiles that posed a threat to visitors.</li><li>The Panchmuli lake, also known as ‘Dyke-3’ of the Sardar Sarovar Dam, was developed for tourists visiting the Statue of Unity. Hence, the authorities decided to relocate crocodiles from the water body to prevent any harm to tourists.</li></ul>

<ul><li>With concerns mounting over the impact of climate change on Himalayan glaciers, the Ministry of Jal Shakti has released an updated atlas of glacial lakes that are part of the Ganga river basin. About 4,707 glacial lakes have been mapped in the Ganga basin. Last December, a similar inventory of glacial lakes was prepared for the Indus river basin.</li><li>For the present study, glacial lakes with water spread area greater than 0.25 ha were mapped using Resourcesat-2 (RS-2) Linear Imaging Self Scanning Sensor-IV (LISS-IV) satellite data. Based on its process of lake formation, location, and type of damming material, glacial lakes are identified in nine different types, majorly grouped into four categories.</li><li>The area mapped spans from the origin of the river to foothills of Himalayas covering a catchment area of 2,47,109 sq. km. The study portion of Ganga River basin covers part of India and transboundary region. The Atlas is available on Bhuvan portal of NRSC, ISRO.</li><li>The expected “utility” of the atlas, according to a statement from the Ministry was to create a “comprehensive and systematic” glacial lake database for Ganga River basin . The atlas could be used as reference for carrying out changes in the lakes over time, the spatial extent (expansion/shrinkage), and formation of new lakes.</li><li>The information on glacial lakes including their type, hydrological, topographical, and associated glaciers are useful in identifying the potential critical glacial lakes and consequent GLOF (Glacial Lake Outburst Flood) events. These refer to disasters whereby a deluge of water from such a lake can trigger a disaster. The Chamoli disaster of February this year was initially thought to be a GLOF event but later, scientists have concluded that it was caused by the breaking off of a mass of rock and ice.</li></ul>
